A city within the Provinces of Dalnor. The city is south of Mormoon, East of Arn, West of the Empire Of Dracnos and north of Hastalon.
Diverse population mix, mostly human with a large population of subteranean dwellers in the lower levels.
In the year 53, the city has undergone some recent upheaval and is still recovering from the "industrial accident". The fifth and sixth levels of the city were flooded with a black goo that coated the entire level. Prolonged exposure to the goo has proven to be hazardous. The city governor has only said that an accident occurred in the defense of the city.
Elevators/water locks tie the city together.
The city is broken into levels depending upon what dock level you got off at. Currently there are no private stairwells or tunnels between the upper and lower sections of the city. The city is in the process of sealing off the fifth and sixth levels.
Politics
The city leader is named Thorlok, a wizard of some repute. Normally he delegates most of the day-to-day affairs to administrators who are responsible for specific aspects of the city.
Thorlok has been working to deal with the current problems on the 5th and 6th levels of the city, which had been consuming most of his time.
Norn maintains reasonable relations with Mormoon.
Norn maintains a strained relation with Arn, which is seen as a trade competitor.
Norn does not have a relationship with Hastalon at this time. Since Hastalon started raiding and attacks against Norn, there has been no official contact between the cities.
Norn has little or no contact with Elafta. The elves are seen as manipulative and only out for the elves.
Norn does not maintain contact with the remains of the dragon Empire.
Norn has little contact with the fey kingdoms.
Norn knows of Lord Thunderhead but does not have contact with him.

Surface
The surface has minimal trade facilities and travelers rest.

Very friendly to surface dwellers.

Level 4
Upper portions of the city government have been relocated to this level. Most of the transfer and cargo functions that the fifth performed have been moved to this level.
Level 5
Abandoned due to contamination.
Level 6
Abandoned due to contamination.
Level 7
Badly contaminated and may be abandoned.
Level 8
Lower portions of the city government have been relocated to this level.
Level 9
Outer Reaches The outer reaches extend out from the city down into the Underdark. It is lightly patrolled by the city watch. Access into the Outer Reaches is more difficult due to the fifth and sixth levels of the city being sealed off. Various sections of the outer reaches have been entirely sealed off due to the contamination.
